1 <br />Mr. Jack Ipp1e <br />October 28, 1985 <br />Page Two <br />Due to the land acquisition program required and runway develop- <br />ment associated with a fundamental airport facility, development <br />costs are high in the early years. The major factor in the <br />financial feasibility of developing the airport is the securing <br />of Federal Airport Improvement Program (AIP) funds. The airport <br />must serve a designated role in Regional and State system plans <br />as well as meeting other criteria to qualify for entry into the <br />National Plan of Integrated Airports Systems (NPIAS) and to <br />become eligible for AIP funds. <br />This final document includes agency review comments on the draft <br />Master Plan with responses as appropriate. It also summarizes <br />the major concerns expressed at the Public Hearing (August 21, <br />1985) and in written comments.
