While the regional <br />system plan recognizes the role that private airports serve <br />within the region, no forecasts are available for either <br />numbers of based aircraft or operations. Neither is it <br />assumed that privately owned facilities will be developed to <br />accomodate the aviation demand within the region. Although <br />historical statistics and forecasts are limited, a range of <br />probable growth can be established assuming that aviation <br />demand characteristics within the metropolitan area also <br />apply to a )ublicly owned and improved facility at Gateway. <br />5.3 Based Aircraft <br />The forecas: of based aircraft (Table 5-2) assumes a rela- <br />tively stagiant condition until facility improvements are <br />undertaken. Specifically, the driving factors for increased <br />numbers of based aircraft at Gateway are long term assurance <br />to aircraft owners that the airport will continue in <br />operation, a paved runway, reasonable and consistent ground <br />services and hangar availability. An additional factor will <br />be the estatlishment of instrument approaches with favorable <br />minimums for the proposed runway. <br />5-2 <br />
