1 <br />1 <br />8.2.14. Construction Impact <br />During the construction of the facilities, several <br />environmental issues may arise such as noise, dust, <br />storm water runoff, erosion and pollution. Each of <br />the issues can be mitigated through sound <br />engineering and construction practices during the <br />execution of the contract. <br />Noise will not affect the residential area due to <br />the distance from the site. Construction machinery <br />is required by law to have current noise abatement <br />equipment. Dust will be controlled by water <br />sprinkling if necessary. <br />Mitigation of such items as sedimentation and <br />erosion control will be addressed in the contract <br />documents. <br />8.3 Environmental Permits Required <br />State and local permits will be required for development of <br />the airport and for relocation of CSAH 116. Among the local <br />permits required are: <br />1) Environmental Permit <br />2) Grading and Filling Permit <br />3) Water Supply Permit <br />4) Variance/Conditional Use Permit <br />5) Shoreland Permit (City Ordinance pending relating to <br />development adjacent to wetlands) <br />Coordination and permit approvals from Anoka County will be <br />required for the relocation of CSAH 116. <br />A wetlands alteration permit may be required from the <br />Minnesota Department of Natural Resources for the relocation <br />of CSAH 116 near a wetland area and for discharge of <br />stormwater drainage. Preliminary assessment indicates that <br />the roadway relocation will be outside of the wetland area. <br />Further preliminary engineering may indicate that the <br />wetland will be marginally impacted. In either event, it <br />appears impacts can be minimized or mitigated through sound <br />engineering and construction practices. <br />An "Indirect Source" permit may be required from the <br />Pollution Control Agnecy relative to air quality. <br />Historical research has indicated that general aviation <br />airports at these activity levels do not degrade air <br />quality, thus, this is not expected to be a priority <br />concern. <br />8-12 <br />
