-, <br />Page 3 <br />-~ April 17, 1985 <br />i <br />The extent to which the current update will address aviation demand by <br />specific geographic sectors, the roles of privately owned facilities <br />or feasibility of new airport development is unknown to us. It is <br />likely, however, that the broad scope of the system plan update will <br />not provide sufficient detail to evaluate individual elements within <br />the plan. This analysis is more properly provided for through the <br />Master Plan and Environmental Assessment processes. <br />An evaluation of alternative sites was completed prior to this study <br />and is referred to on Page 7-1. As a result of the previous studies; <br />the City commissioned this Master Plan Study to address development of <br />the existing airport site. <br />A sanitary landfill is situated to the east/northeast within half a <br />mile of Runway 16. The landfill has not been a bird attractant nor <br />have there been reports of bird strikes or close calls by users filed <br />with FAA or Mn/DOT. The landfill is scheduled to reach capacity in <br />the late 1988-1990 time frame under its present permit. It is <br />unlikely that airport improvements will precede this. Thus, if the <br />City determines that public ownership and development of the airport <br />is the appropriate course of action, a permit for expansion of the <br />landfill may be denied as being incompatible with the airport. This <br />is an area of concern to be addressed in more detail in an environ- <br />mental assessment should the City determine to proceed. <br />Thank you for your comments on the Phase I draft. <br />We hope that our responses help to clarify some of the comments and <br />concerns expressed in your letter.
