Koshak: ___._ _-~ <br />We have reviewed the draft Airport plaster Plan f'or the Gateway i~orth <br />Industrial Park Airport in the City of Ramsey and offer the following <br />comments: <br />I. Page 2-3, 18) and Page 6-2, 6.2 Runway Orientation - In both of <br />these locations, a crosswind runway is mentioned. Better clari- <br />fication should be added, which states that no crosswind runway <br />is being planned for this proposed facility. <br />II. Page 2-4, 26) - The last sentence of this recommendation is either <br />incomplete or should be removed. <br />III. Page 3-4, (2) - The abbreviation RASP should be clarified/identified. <br />IV. Page 5-2, 5.3 Based Aircraft - Estimates of based aircraft seem <br />reasonable. However, the number of multi-engine aircraft will pro- <br />bably depend on the establishment of an instrument approach and the <br />minimums for such an approach. If the minimums are too high, the <br />owners would probably choose to base their aircraft at another air- <br />' port with better instrument capabilities. <br />V. Page 5-5, 5.5 Forecast Operations - Estimates of operations appear <br />to be high. Our guess would be 8,000-12,000 in the short term <br />(five years) and possibly 20,000 by the year 2000. <br />VI. Page 7-2, 7.3 Alternative A - In the second paragraph, I believe <br />CSAH 16 should be CSAH 116. <br />VII. Page 8-3, 8.2.3 Socio-Economic - A) Relocation assistance; this <br />plan refers to the acquisition and termination of the McGregor's <br />Restaurant and Tom Thumb store. If the owners of these businesses <br />' desire it, the city will have to assist in relocating the businesses. <br />,b B) Zoning and property values; based on the legal precedents, the <br />properties in Zone B might have a detrimental impact upon the air- <br />port, rather than the other way around. Also, depending on loca- <br />tion, height, etc. of structures, approach minimums could be <br />affected. <br />An Equal Oppnnuniiy Employer <br />
