Public Works Supervisor Riemer reviewed the staff report. <br />Marilyn Ramstad, Landmark Bank, noted this was an issue and it affected their customers <br />because of the way they could or could not get in and out of the area. <br />Chairperson Elvig noted the City has always been hesitant to take on private roads. However, <br />because the City has some property ownership in this area, it might make sense to make this road <br />public. <br />Councilmember McGlone stated he was in favor of only public roads being built in the future. <br />Ms. Ramstead summarized the safety issues with the road. <br />Public Works Director Olson stated the only reason the City was considering this is because the <br />City had property they were the beneficiary of He could not say the same thing with residential <br />developments. He summarized the options available. <br />Councilmember McGlone asked if there was an option of the landowners giving the road to the <br />City to maintain. <br />Councilmember Dehen stated he believed the City should take the road over, but with an <br />assessment to relieve the owners of the maintenance. He stated if the City received an <br />assessment, there would be money to perform the maintenance. He asked if the City could do an <br />assessment on a private road. <br />The Committee discussed the traffic in the area, access, if the City should maintain the road, and <br />how much of the road should be maintained by the City, if any. <br />Councilmember Dehen stated he was not in favor of maintaining this road because he did not <br />want taxpayer money being paid to maintain a road that a developer made a mess of. <br />Councilmember McGlone suggested moving WCCO off of their lot and creating a commercial <br />lot with an MSA road that could be sold. He asked if the EDA should look at this proposal. <br />It was the Committee's consensus to have the EDA look at possibly relocating the WCCO tower <br />and discuss utilizing TIF or MSA funds, and to include a possible assessment to the property <br />owner to rebuild the roadway contingent upon receiving roadway and easement from the <br />property owners at no cost. <br />Motion by Councilmember McGlone, seconded by Chairperson Elvig, to recommend that the <br />City Council ask the EDA to look at the WCCO tower being moved, and discuss utilizing TIF or <br />MSA funds, and to include possible assessment to the property owners to rebuild the roadway <br />contingent upon receiving roadway and easement from property owners at no cost. <br />Motion carried.
