She asked if that was going to be filled in. ' <br /> <br />City Engineer J'ankowski stated the lot is intended to be larger than the pond~ and the pon& will <br />stay with a buildable lot around it. · <br /> <br />Commissioner Van Scoy asked ifstaffhad considered running Rabbit Street to Armstrong. <br /> <br />City Engineer Jankowski indicated it is certainly.ah option; :however staff would prefer to <br />minimize access to County roads where possible:- - <br /> <br />Devin Diedrich, 16911 Tiger Street, stated he moved here because he likes it quiet. He stated he <br />already took a hit with tWO busy streets, now a-third one is being proposed. He stated there was also <br />a .lot of people tearing uP the grass through:=the park with four-wheelers. He indicated if the City <br />builds a. road through there it will amplify., the.situation as well as encourage additional high- <br />speedtraffic. -~ <br /> <br />Mark Anderson clarified that ~hat-he-'m proposing is not to avoid a second access to the <br />development;'but to avoid a through street that would generate additional traffic. <br /> <br />Chairperson Nixt indicated the City tries to provide additional access if they can, but in this case <br />they cannot. He does not think they should prevent development because of that. He would <br />recommend approving the'sketch and try to modify the road by Mr. Diedrich, and then he could <br />live with the. plan. <br /> <br />Commissionei' Johnson added the caveat that staff should further speak with the City Attorney <br />and see what. can be done through the park. He stated the City can vacate roads; they should be <br />able to vacate parkland. <br /> <br />Mr. Brand, 17045 Tiger, stated he owns the property to the north. There is an easement that runs <br />ail: along his south property line.
