ORDINANCE # 03-XXX CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN AMENDMENT TO CHAPTER 7, WHICH IS KNOWN AS THE LICENSING, AND PERMITS CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. An ordinance to amend Chapter 7 of the City Code, titled "Licensing and Permits" by the addition of subchapter 7.20, titled "Business Registration Certificate ." SECTION 1. Amendment The following text is hereby incorporated into Chapter 7, Licensing and Permits, of the City Code. Section 7.20 Business Registration Certificate Section 7.20.01 General Provisions Subdivision 1: Purpose The purpose of this Section is for the City to obtain and maintain current information on all businesses as defined herein located in the City in order to inform appropriate City departments of the current occupancy and occupancy changes within buildings, permit the City to update and review records regarding emergency contact lists, fire preplan, inspection, and hazardous materials, permit the City to ensure that any business intending to operate within the City shall comply with the State Building Code, the State Fire Code, the City Code, and insure that the business uses conform to the building in which the business intends to operate. The information obtained will also allow the City Police Department to be notified of any hazards or security issues that may affect the community's health, safety and welfare. Subdivision 2. Definitions The following words and phrases, when used in this section, shall have the meanings set forth: Person - Includes an individual, partnership, corporation, or any body of persons, whether incorporated or formed as an association or not. Business - Any establishment, occupation, employmenL or enterprise where merchandise is manufactured, exhibited or sold, or where services are offered for compensation. Zoning Administrator - The City's Community Development Department shall be deemed the Zoning Administrator. Subdivision 3. Application and Required Information Application for a Business Registration Certificate ("BRC"). shall' be made with the Zoning Administrator on a form furnished by the City. The application shall be filed with the Zoning Administrator 30 days prior to any Business's intended occupancy, or 30 days prior to the existing BRC's expiration date. The expiration date for all BRCs is December 31st. Any Business operating within the City prior to enactment of this section, is required to make application for a BRC within~ 30 days after the effective date of this section. -258- I I I I I i i I I I I I I I.
