1) Park and Recreation Commission Regular Meeting Minutes dated December 2, 2009 <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Olsen, Barr, Backous, Bennett, <br />LaMere. Voting No: None. <br />COMMISSION BUSINESS <br />Case #1 Consider Boardwalk Construction within Sweetbay Ridge <br />Background: <br />Parks Supervisor Riverblood reviewed the staff report and discussed the key reasons why this <br />case should move forward. <br />Chairperson Johns feels this is important and this is a huge east west connection and something <br />should be done to assist in fulfilling the obligation of the developer because those residents did <br />purchase their homes with this trail as a promised amenity. <br />Commissioner Backous questioned staff availability for labor. <br />Parks Supervisor Riverblood explained the Department of Corrections work force could assist <br />with the labor <br />Commissioner Barr asked if there was a shortfall what fund would it come from. <br />Riverblood explained it would be drawn. from the letter of credit and escrow and if need be it <br />could come from the park dedication money which could be used to bridge the gap. <br />Commissioner Olsen asked what type of cushion is being sought out of the trust fund. <br />Parks Supervisor Riverblood suggested adding to the motion a clause considering if funds are not <br />sufficient that a certain dollar amount be considered from park dedication monies. <br />Commissioner Barr expressed concern that this project doesn't take away from. the Park <br />Dedication Fund projects scheduled for next year. <br />Motion by Commissioner Backous to recommend calling upon the letter of credit limiting the <br />Park Trust Fund to $20,000, Seconded Commissioner LaMere. <br />Motion by Commissioner Olsen to amend the motion to guarantee line of credit before any work <br />begins. <br />Motion carried. Voting Yes: Chairperson Johns, Commissioner Backous, Bennett, LaMere, <br />Olsen: Voting No: Commissioner Barr.
