1) Park and Recreation Commission Regular Meeting Minutes dated December 2, 2009 Motion carried. Voting Yes: Chairperson Johns, Commissioners Olsen, Barr, Backous, Bennett, LaMere. Voting No: None. COMMISSION BUSINESS Case #1 Consider Boardwalk Construction within Sweetbay Ridge Background: Parks Supervisor Riverblood reviewed the staff report and discussed the key reasons why this case should move forward. Chairperson Johns feels this is important and this is a huge east west connection and something should be done to assist in fulfilling the obligation of the developer because those residents did purchase their homes with this trail as a promised amenity. Commissioner Backous questioned staff availability for labor. Parks Supervisor Riverblood explained the Department of Corrections work force could assist with the labor Commissioner Barr asked if there was a shortfall what fund would it come from. Riverblood explained it would be drawn. from the letter of credit and escrow and if need be it could come from the park dedication money which could be used to bridge the gap. Commissioner Olsen asked what type of cushion is being sought out of the trust fund. Parks Supervisor Riverblood suggested adding to the motion a clause considering if funds are not sufficient that a certain dollar amount be considered from park dedication monies. Commissioner Barr expressed concern that this project doesn't take away from. the Park Dedication Fund projects scheduled for next year. Motion by Commissioner Backous to recommend calling upon the letter of credit limiting the Park Trust Fund to $20,000, Seconded Commissioner LaMere. Motion by Commissioner Olsen to amend the motion to guarantee line of credit before any work begins. Motion carried.
