<br />- <br /> <br />c........_ <br />NORTHSTAR <br />COMMUTER RAIL <br /> <br />Northstar Phase 2 & <br />Infill Stations <br /> <br />Anoka and Hennepin Counties <br /> <br />I PROJECT DESCRIPTION <br /> <br />Phase 1 of the Northstar Commuter Rail Project is a 40-mile commuter rail <br />line serving communities along the corridor from Minneapolis to Big Lake. <br />Phase 2 of the Project will extend service an additional 25 miles. from Big <br />Lake to the City of SI. Cloud. the original terminus proposed by the <br />Northstar Corridor Development Authority. Phase 2 would provide valuable <br />transit service to the citizens and businesses of Central Minnesota. In <br />addition, two infill stations are proposed for Phase 1. <br /> <br />I STATUS <br /> <br />. The State of Minnesota received a federal appropriation in <br />December 2009 of $3 million for design and engineering activities <br />relating to Phase 2. A state bonding match of $1 million will be <br />required. <br /> <br />. Vice President Biden, in his March 2009 visit to SI. Cloud, shared <br />his enthusiasm for bringing rail service to SI. Cloud. <br /> <br />. Minimal work is needed to make service operable for the <br />extension: <br /> <br />o Advanced preliminary design/final design and construction <br />o Double-track from mileposts 46.9 to 57.3 (Big Lake to Becker) <br />o Other track capacity improvements including crossovers and <br />signal work <br />o Stations in Becker and 51. Cloud <br />o Layover facility in the 51. Cloud East area <br />o Procurement of one additional train consist <br /> <br />. Service may commence in 2013, if funds are secured now. <br /> <br />. Nearly 3.300 jobs will be created in the short term. <br /> <br />. Two Phase 1 infill stations, Ramsey and Coon Rapids-Foley. are <br />being discussed. <br /> <br />o The City of Ramsey is taking the lead on their station. The <br />Coon Rapids-Foley station is not requesting federal funds at <br />this time. <br /> <br />o The Ramsey station is key to large scale economic <br />development and job growth in the Town Center. Over 600 <br />housing units are planned. It is the only station on the Northstar <br />line connected to existing structural parking, which was <br />constructed using federal, state and local dollars.
