Commissioner Elvig noted he like the idea of having Deputy Ciry Administrator Nelson as the <br />point person. <br />Mr. Greeby stated that we have the opportunity to create the best return on all levels. We can <br />advance public good in times when projects of similar size will not be able to materialize. He <br />talked about different developments -public and private. This is exciting to create momentum <br />where if it was a strictly private venture, we may not be able to do that. This is something <br />different than the majority of what's happening. <br />b. Execute the Vision of Ramsey Town Center <br />i. Financial Measures <br />1. ROI <br />2. Tax base <br />3. Jobs <br />Mr. Lazan stated he is not worried about the Planning Commission. He feels they appreciated <br />the vision of the Ramsey Town Center and the goal is to execute the vision of RTC. There are a <br />couple of ways to measure success -financial measure and community measure. We have <br />worked hard to be reasonable with financing - we protect the community. <br />ii. Community Measures <br />1. Amenities <br />2. Identity <br />3. Commitments to community <br />Respect to citizens was talked about. The City wants to be respected -regionally -maybe even <br />nationally. That's the other piece of community. <br />Commissioner Elvig mentioned housing -we've talked about affordable housing and estates; <br />however, we did not have enough amenities to get estates here. If we get services here, we will <br />have different housing here, etc. <br />Mr. Cronk talked about apartments and transit. <br />VI. Concept Plan <br />Mr. Lazan stated that one of the concepts is we could keep the promise of keeping "your <br />Ramsey" -build this and yet you can still keep two acre lots, etc. <br />Mr. Greeby stated it's a great model to look at -the top ten best places to live. He talked about <br />what businesses will be thinking about. <br />City Administrator Ulrich stated he like the team's perspective about CVS. <br />Mr. Lazan stated it's one scenario. <br />Mr. Cronk did not feel there are any quick wins with a drug store. CVS will sign a letter of <br />intent. Their deals are not like they used to be. They are the only ones that ask to shear off <br />Housing and Redevelopment Authority/Apri17, 2010 <br />Page 9 of 16 <br />
