Motion by Councilmember McGlone, seconded by Councilmember Wise, to approve a special <br />events permit for The Penalty Box Bar & Grill to host a tent party with live music on May 7 and <br />May 8, 2010. <br />Further Discussion: Councilmember Look asked how they could manage the volume of people <br />in the area. A representative from The Penalty Box stated they complied with all of their <br />requirements and there was no way he could make everyone happy. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Wise, Dehen, and <br />Look. Absent: Councilmembers Elvig and Jeffrey. Voting No: None. <br />7.01: Request for Final Plat Review of Ramsey Town Center 14th Addition at Outlot FF, <br />Ramsey Town Center Addition; Case of PSD, LLC <br />Planning Manager Miller reviewed the staff report. <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone, to adopt Resolution #10-04- <br />092 granting Final Plat Approval of Ramsey Town Center 14th Addition, contingent upon <br />compliance with the City Staff Review Letter dated April 21, 2010 and the Developer entering <br />into a Development Agreement with the City. <br />Further discussion: Councilmember Look stated he liked the project, but how many redundant <br />permits did a development need. Public Works Director Olson responded projects located along <br />County Roads required various permits for drainage changes. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Dehen, Look, and <br />Wise. Absent: Councilmembers Elvig and Jeffrey. Voting No: None. <br />7.02: Request for Conditional Use Permit to Increase the Maximum Number of Parking <br />Spaces and Final Site Plan Review of Allina Health System Medical Office and <br />Clinic at Outlot FF, Ramsey Town Center Addition; Case of Allina Health System <br />Planning Manager Miller reviewed the staff report. <br />Motion by Mayor Ramsey, seconded by Councilmember Look, to adopt Resolution # 10-04-093 <br />adopting Findings of Fact #0867 related to the Conditional Use Permit to exceed maximum <br />number of parking spaces by 25%; and to Adopt Resolution #10-04-094 approving the <br />Conditional Use Permit to exceed the maximum number of parking spaces by 25%; and to <br />approve the final site plan contingent upon compliance with the City Staff Review Letter dated <br />April 21, 2010, contingent upon final review of the Development Permit by the City Attorney as <br />to legal form and by the City Engineer as to final cost of the Required Improvements. <br />Motion carried.
