inspections for the City and he would work closely with the City to ensure things were done <br />safely and appropriately. <br />Councilmember Jeffrey stated he had a good experience with Mr. Hagfors, but he agreed Mr. <br />Hagfors went too far with the homeowners when the homeowners did their own work. <br />Mayor Ramsey stated he has not personally had an experience with Mr. Hagfors, but he has had <br />family that had dealt with Mr. Hagfors. <br />Deputy City Administrator Nelson stated staff had reviewed the law with respect to RFPs and <br />she believed the City was working within the scope of law with respect to the process. She noted <br />all of the contractors had been interviewed. She stated staff was looking for direction from the <br />Council regarding the RFP process. <br />Mayor Ramsey stated he was not interested in going out for another RFP. <br />Councilmember Look asked why staff decided to reject the two applicants and interview <br />somebody else. <br />Deputy City Nelson responded they did not formally reject them, but went out seeking more <br />proposals. She stated the City of Coon Rapids was not an appropriate fit. With regard to the <br />RFP received from Mr. Hagfors, staff knew Council was going to have. issues and so staff chose <br />to go out and look for other contractors. <br />Councilmember Wise stated for him the issue was money and he wanted the City to get the most <br />funds from this procedure. <br />Councilmember Jeffrey stated he also did not want to go out for another RFP and the Council <br />should look at the proposals received first before looking at other electrical contractors. <br />Councilmember Dehen stated the problem was the process. He indicated Council did not give <br />staff permission to go out and interview other contractors. <br />Councilmember Look stated he believed the City was disadvantaged in the RFP process because <br />there was protection in Mr. Hagfors' territory and no other electrical contractor would bid on Mr. <br />Hagfors' territory. He stated there was a staff recommendation and he did not understand why <br />they were still going through this process. He asked if the Council wanted to take the risk of <br />additional customer service relation issues. <br />It was the Council's consensus to not go out for an additional RFP. <br />Deputy City Administrator Nelson stated staff would bring this back at the first Council meeting <br />in June and if Council wanted to interview the contractors, they could do so, but staff had already <br />interviewed the contractors. <br />Councilmember Jeffrey requested copies of the interview notes. <br />City Council /May 11, 2010 <br />Page 7 of 11 <br />
