INTRODUCTION <br />A petition for the bituminous paving of Chameleon Street was presented to City Staff on <br />February 2, 2010 and was received by City Council on February 26, 2010. A copy of this <br />petition is contained in Appendix A. The City Council directed the preparation of this <br />feasibility study in response to this petition. The contents of this study are similar to one <br />prepared for IP 08-31 for which a public hearing was held on November 10, 2008. This <br />previous project was defeated by a petition form the majority of the benefitted property <br />owners. <br />The project area and benefitted properties is illustrated in Figure 1. This report will <br />identify the existing street condition along with the proposed improvements and the <br />associated costs and financing, including the cost to each benefitted property. Finally this <br />report will provide a possible project timeline: <br />EXISTING CONDITIONS <br />The surface of the existing roadway is primarily native sand material with some <br />aggregates that have been added periodically to portions of the roadway. The roadway <br />width is between 20 to 22 feet wide and is generally centered within the 66 foot right of <br />way. Drainage is provided by roadside ditches along some, but not all, portions of the <br />roadway. There are few driveway culverts. Some properties have paved driveways which <br />begin at varying distances from the edge of the unpaved roadway. Other properties have <br />no paved driveway at all or a paved apron in front of the garage. <br />A total of 21 properties have frontage along Chameleon Street including Shawn Acres <br />Park and two corner lots which also have frontage on 173`d Avenue (former CR 63). One <br />of these corner lots has its access and house frontage onto Chameleon Street while the <br />second lot has both its frontage and access onto 173`d Avenue. <br />PROPOSED IMPROVEMENTS <br />A 28 foot wide bituminous pavement is to be constructed in the center of the 66 foot right <br />of way. The pavement section will consist of four inches of class 5 granular base, two <br />inches of bituminous base course, and 1.5 inches of bituminous wear course. This section <br />has been established as minimum standards for the paving of existing roadways within <br />the City and is four feet narrower than the city requirement for new streets. A two foot <br />aggregate shoulder will be installed to protect the edge of the new pavement and drainage <br />shall be provided through roadside ditches on both sides of the road. Culverts will be <br />provided beneath each driveway. A copy of a typical cross section of the proposed <br />roadway is included in Figure 2. <br />Drainage from these roadside ditches will be directed to three drainage swales which are <br />located along the common property lines of 17325 and 17331 Chameleon Street; 17511 <br />Draft 6-10 Page 2 <br />
