Partn~f; <br /> <br /> <br />$11JiIlllN1W:IJI~11W <br />,tMJ""..li'~llltIJ <br /> <br />AS RECOMMENDED BY THE STREETS AND UTILITIES TASK FORCE <br /> <br />The City of Mounds View's primary goal is to improve street and utility infrastructure. <br />The City created a Streets and Utilities Task Force to help plan the future <br />rehabilitation of streets and utilities. <br /> <br />The Task Force's recommendations include: <br />. Reconstruct or rehabilitate all streets within 9 years <br /> <br />. No assessments to individual property owners. The Streets and Utility <br />Improvement Program will be financed in part by a tax levy on all properties. <br /> <br />The taxed amount on a median-valued home ($200,000) is estimated to <br />be approximately $100 each year for ten years. Compare this to the <br />assessment of over $3,000 to individual properties for the cancelled 2007-08 <br />street project. <br /> <br />. Adopt a uniform street standard making engineering of individual projects <br />straightforward. Recommended standards include: <br />o Structurally-strong street section with durable concrete barrier-style <br />curbs. <br />o Repair and upgrade water mains and sewers. <br />o Consider sidewalks or trailways where indicated in the City's <br />Comprehensive Sidewalk 1 Trailway Plan. <br />o Apply the most cost-effective stormwater management practices to <br />comply with Rice Creek Watershed District Rules. This generally <br />means raingardens or infiltration swales. <br />o Group mailboxes in accordance with Municipal Code. Significant <br />flexibility to accommodate individual property owners needs remains. <br /> <br />This proposed program has NOT been approved at this time. The purpose of this <br />proposal is to publicly introduce the draft Street and Utility Improvement Program. <br />The remainder of this information packet provides additional information on the Task <br />Force's recommendations. <br /> <br />- 2- <br />
