Paytnd~ <br /> <br />The City of Mounds View's primary goal is to improve street and utility infrastructure. <br />The City recognizes that the streets and utilities infrastructure has been aging and is <br />currently in need of major repairs. The vitality and success of our community <br />depends on having streets and utilities that are safe and reliable. <br /> <br />A Streets and Utilities Task Force to help plan for the future rehabilitation of City <br />streets and utilities was created. The Task Force is comprised of 35 concerned <br />volunteer citizens, the Mayor, City Council, City Administrator, Public Works Director, <br />and Finance Director. <br /> <br />The Task Force met numerous times over the past 6 months to address the following <br />objectives: <br />. Develop a Prioritization and Implementation Plan <br />. Develop a street standard or standards to best meet the needs of the <br />City and its residents <br />. Develop a Financial Plan for the Street and Utility Improvement <br />Program <br />. Develop a Communication Plan <br /> <br />This notice summarizes the Task Force's recommendations. <br /> <br />PRIORITIZATION AND IMPLEMENTATION PLAN <br />The following map is the prioritization and implementation plan for the Street and <br />Utility Improvement Program. This is a 1 a-year program whereby all of the streets <br />highlighted on the map are scheduled to be reconstructed. <br />NOTE: The street segments highlighted in light gray do not require complete <br />reconstruction. The City will employ a maintenance strategy which may <br />include mill and overlay (replacing the bituminous street surface). Street <br />segments shown in black are either private or Ramsey County jurisdictional <br />streets. <br /> <br />Street segments scheduled for reconstruction are grouped into geographical <br />neighborhoods. Ranking is based on the overall street surface condition with the <br />worst streets to be reconstructed first. A pavement condition evaluation of each street <br />segment was performed and assigned a pavement condition index (PCI) rating <br />number. PCI is a numerical rating system from 1 to 100; 100 for a new street <br />segment to 0 for an extremely poor street segment. . <br /> <br />-3- <br />
