<br />--11:\ <br /> <br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report: Update on Comprehensive Plan <br /> <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />On April 13, 2010, the City Council denied a request by the Metropolitan Council to include the parcel at <br />18055 Roanoke St NW with a designation as 'Park' on the Future Land Use Map in order to be consistent <br />with current plans developed by Anoka County Parks. The request included a Special Area Plan that <br />indicated that the zoning would remain residential and would only be amended to 'Park' if Anoka County <br />Parks were to acquire the parcel for park purposes. There was much concern regarding the effect on <br />property value and the potential use of eminent domain/condemnation to acquire the parcel. Since that <br />time, City Staff has been in contact with staff from Anoka County Parks as well as Metropolitan Council <br />to inform them of the City Council's decision that does not support indicating this parcel on any map as <br />park or future park and to discuss options moving forward. <br /> <br />Findings: <br /> <br />On May 10, 20 I 0, City Staff held a meeting with staff from Anoka County Parks and the Metropolitan <br />Council. The purpose of the meeting was to gather background on the various plans that led to. <br />Metropolitan Council requesting that the in-holding parcel be shown as 'Park' in order to be consistent <br />with the Anoka County Parks plans. At this time, only the Anoka County Parks' Comprehensive Plan, <br />which is the guiding document for future park planning, includes this in-holding parcel as future <br />acquisition. The in-holding parcel would need to be included in the Anoka County Parks Master Plan, the <br />legal document in developing parks, in order to be acquired. The inclusion in the Anoka County Parks <br />Master Plan has not occurred to date and would require appropriate Public Hearings. <br /> <br />Anoka County Parks Staff has stated that they would be comfortable with removing the designation as <br />'Park' on the Future Land Use Map since it has not been included in the Anoka County Parks Master Plan <br />to date. Both Metropolitan Council Staff and Anoka County Parks Staff, however, have requested that <br />the City enter into a Memorandum of Understanding (MOU) that states if, and only if, Anoka County <br />Parks acquires the in-holding parcel, the City would support a change of Future Land Use designation as <br />'Park'. The MOU would specify that the County would not be utilizing eminent domain and that the <br />
