<br />MEMORANDUM OF UNDERSTANDING <br />ANOKA COUNTY AND CITY OF RAMSEY <br />LAND-USE DESIGNATION OF POTENTIAL IN-HOLDING AT RUM RIVER CENTRAL <br />REGIONAL PARK <br /> <br />This Memorandum of Understanding is made and entered into by and between Anoka County, hereinafter <br />referred to as the "County" and the City of Ramsey hereinafter referred to as the "City." <br /> <br />WITNESSETH: <br /> <br />WHEREAS, Anoka County has operated and maintained the Rum River Central Regional Park <br />(the "ParK:) since 1973; and <br /> <br />WHEREAS, the Park is located in the City; and <br /> <br />WHEREAS, in 2006, the County adopted and forwarded to the Metropolitan Council a <br />Comprehensive Park and Trail System Plan (the "2006 Park Plan"): and <br /> <br />WHEREAS, the 2006 Park Plan discusses in concept the future potential addition to the Park of <br />one residential parcel located within the City, herein attached as Exhibit A-(the "Subiect Parcel")aOO-as <br />iaentifiea on the attachea Illllfl; and <br /> <br />WHEREAS, the County may desire to amend the IllMaster PQlan boundary for the Park in the <br />County's Master Parks Plan (the "Master Plan"), at such time is appropriate, to officially incorporate the <br />residential parcel as an in-holding parcel for planned acquisition for regional park purposes; and <br /> <br />WHEREAS, the City of Ramsey has submitted its Comprehensive Plan to the Metropolitan <br />Council for review and comment (the "Comprehensive Plan"); and <br /> <br />WHEREAS, the Metropolitan Council is requesting that the City identify the future potential in- <br />holding parcel in its-the Comprehensive Plan for the purpose of ensuring congruence between the <br />Metropolitan Council's Development Guide and the City's 2Q3Q COllljlre!J.eRsive Plan <br />U[3aateComprehensive Plan; and <br /> <br />WHEREAS, the City has expressed a desire to maintain the current zoning and land use <br />designation on the future land use map in the COlllprehensive Plan of the parcel as "residoRtialRural <br />Developing" until such time as the Master Plan for the Park is officially amended through a public <br />process and is acquired by the Countv. <br /> <br />NOW THEREFORE, IT IS THE INTENT OF THE COUNTY AND THE CITY TO ENTER INTO <br />THIS MEMORANDUM OF UNDERSTANDING TO ADDRESS THE CONCERNS OF THE CITY <br />AND THE METROPOLITAN COUNCIL AND THAT BOTH PARTIES ACKNOWLEDGE THAT <br />THIS MEMORANDUM OF UNDERSTANDING (MOU) IS ONLY A STATEMENT OF <br />COOPERATION: <br /> <br />I. The County will maintain the current language in the 2006 Park Planits COlllprelwRsj'/e Pari, ana <br />Reereation Plan which states that are-alignment of the park boundary in the Master Plan to <br />include the subject parcel would enable acquisition of that parcel. <br />
