Consensus of the Council was they are in favor of the memorial project and to direct staff <br />to check into any legal issues talked about this evening. <br />2) Update on Lower Rum River 3~d Generation Plan <br />Assistant City Engineer Jankowski stated that this report is primarily informational. He <br />stated he brought this plan to the Council to let them know it's available for review. This <br />draft has been sent to the review agencies for comment during the 60-day review period. <br />He stated that on September 1, 2009, staff presented a draft of the plan to the City <br />Council during a work session. That draft was sent off to the review agencies who <br />comment on these types of plans such as the Met Council, the DNR, the MPCA, Army <br />Corp of Engineers, etc. The gist of their comments was the plan needed to be more <br />specific in goals and policies. They criticized the organization of the report saying that <br />standards and requirements for implementing the standards were scattered throughout the <br />plan and were sometimes in conflict. The Board of the LRRWMO decided it would be <br />best to try to remodel our plan and conform to one that was recently approved by the <br />Board of Soil and Water Resources. Mr. Jankowski stated he wanted to emphasize that <br />this plan looks quite different from the plan Council originally saw -the format is quite <br />different but the contents are intended to be basically the same. Several watershed issued <br />identified in the previous draft have been selected to receive a more comprehensive <br />development toward final plan goals. It is anticipated that discussion of these issues will <br />include input from a Technical Advisory Committee. The issues to be addressed include <br />developing infiltration requirements and guidelines, establishing water quality goals for <br />Rogers Lake, Round Lake, the Rum River, and the Mississippi River, and developing <br />wetland protection standazds (i.e. buffers and alternative protections standards). He noted <br />there is an opportunity to provide other perspectives on this. The new draft is on the City <br />Council's ftp site. <br />Mayor Ramsey stated this is BARB Engineering that does this and he inquired of Mr. <br />Jankowski how involved he is with this. <br />Mr. Jankowski replied we have been very involved as a Boazd -meeting on it for several <br />years. The hardest thing is putting it down on paper. <br />Council proceeded to review the document, stating some concerns, asking questions, and <br />suggesting amendments. <br />Director of Public Works Olson stated that the intent was not to go into great detail this <br />evening -staff just wanted to give the report to Council ahead of time. It will be brought <br />back within the month to see what specific comments Council has. Staff wanted to make <br />sure Council knew we were looking at what was commented on the report back in <br />September. <br />Mayor Ramsey asked if there are options other than belonging to the WMO. <br />City Council Work Session -March 30, 2010 <br />Page 6 of 7 <br />
