Ms. Thompson stated that wouldn't hurt anything.
Councilmember Dehen expressed concern about anatomical body parts being
drawn/painted on the statue.
Mr. Fischer stated they are hoping to be able to move forward with this.
Director of Public Works Olson stated that moving it to the west does eliminate one of
his concerns.
Councilmember Dehen suggested maybe the park is built first and then we figure out
where the memorial will go. He stated he is open to having it in this park; he just isn't
sure exactly where would be the best spot. He added that they do need to look at what
groups get to put a memorial in pazks and what groups do not.
Councilmember Jeffrey stated that we let the Lions contribute buildings in Central Park
and other service organizations that come to the table should be allowed to put things in
pazks. He stated he wanted to give the Rotary Club the green light and asked if there was
a consensus of the Council to allow the Rotary Club to move forward with their plans.
Mr. Fischer inquired if the Council is okay with the Rotary Club advertising this azea in
our mazketing material.
Mayor Ramsey stated his concern with that is we do not know the name of the pazk for
sure.
City Administrator Ulrich suggested marketing it as a City Memorial Garden Park Project
supported by donations of the Rotazy and independent companies.
Councilmember McGlone inquired how this plan got this far.
Mr. Olson stated that this is not a new plan. There have been Councilmembers involved
in getting this in a City park.
Councilmember McGlone stated he did not think a spot was picked or permission
granted.
Mayor Ramsey stated that's why they are here. It will be a City memorial park:
Councilmember Look stated that we need to talk to the City Attorney about
discrimination.
Mayor Ramsey asked City Administrator Ulrich to have staff talk to the League of
Minnesota cities to clear up any potential legal issues.
City Council Work Session -March 30, 2010
Page 5 of 7
