Director of Public Works Olson stated that the City could flatten out the area a little at no
cost.
Councilmember Dehen asked if we couldn't have something with a water feature.
Parks Supervisor Riverblood stated that we talked about adding a pump to re-circulate
water in the pond and that would work pretty well. He described how that would tie in.
He added that he liked the public art idea.
Councilmember Jeffrey inquired, if the Rotary is given the "green light", how much
money do you need and how much have you raised thus far.
Mr. Fischer stated that they would need to get approval from the City and then get final
approval from the Rotary and then it would take about three weeks to build a website.
They have raised about. $25,000 to $30,000 and the budget they came up with is a need
for about $200,000.
Councilmember McGlone, to Mr. Fischer and Ivls. Thompson, stated that in a two-year
period of time -how do you propose to do that -getting one brick at a time so to speak.
It doesn't sound like you are prepared enough to work within our timelines. With
ongoing construction and the "what ifs" -what if the Rotary can't complete this project -
then who completes the construction.
Mr. Fischer stated that they have two concepts and time lines. They will not plan to start
this immediately. We are thinking it would be about 12 months before we can start. All
pavers would be put in at the start -orders for verbiage would be batched and put in.
City Administrator Ulrich stated that he thought there was a process for engraving the
pavers once they are in place. He expressed a bit of concern for long-term maintenance.
We should meet with the artist at some point and talk about this.
Mr. Fischer stated they have had many questions about which artisan materials were
chosen based on some of these concerns. We can have him write up a report about the
materials.
Mr. Ulrich mentioned liability issues and the policy for the engraving language on the
pavers -staff will research that and bring back to Council what we learn.
Mayor Ramsey stated he likes the project but suggested that it may need to be pushed
further west. We are not doing that part right now but it's closer to trails so we would not
have to create a trail to get to the memorial.
Councilmember McGlone expressed concern about people being in there rollerblading on
the bricks.
City Council Work Session -March 30, 2010
Page 4 of 7
