maintenance for the City. He talked about the lack of grading. He stated the memorial is
a private problem on private property. We have had other people come and want to build
a memorial park. He did not want to remember that tragedy every time he went to the
pazk. If people want memorials, they should be putting them on private property. He felt
this opens us_ up to too many questions and he will not vote in support of this.
Mayor Ramsey stated he is not opposed to it but he does see a lot of problems with it. He
is concerned with what could be written on the bricks.
Mr. Fischer stated this is not a memoriam to that building or to that entity. It's a
celebration of the Police Department and the Fire Department and all those others who
were there. It's an ongoing recognition coupled with bringing a memorial to others who
wish to memorialize someone. He stated, with regard to the word on the bricks, he has
seen some instances where there are only certain wording to choose from.
Councilmember Dehen stated that the Police and Fire Departments do a great job but
that's their job. Other people make tremendous sacrifices as well. The Rotary is a
wonderful organization but his greater question is why the Rotary -why not the John
Dehen Organization for example. He asked if he could build a memorial in one of our
parks. His example means we need criteria to allow people/groups to put things in our
parks.
Pazks Supervisor Riverblood reported that the City Council did adopt a policy that
addressed language and a donation policy for the parks and he offered he could supply
that to the Council.
Councilmember Dehen asked who gets priorities every time someone comes in with such
a request.
Director of Public Works Olson stated that there was some discussion about having a
central memorial location in one area.
Councilmember Jeffrey felt it's a great project. This is not about a private person on
private property -this is to celebrate public safety service. The reason we pulled the
project that was requested last year is because it was in someone's yard. It was for a
single person. He stated he has seen a lot of parks where you can buy bricks, etc. He
added that he has the same concern about language and who can buy the bricks but we
can work on acceptable language and then limit it to that.
Councilmember Wise stated that he, too, likes the project and that his concern is the
content. He suggested maybe designating a certain area for pets as well.
Mr. Olson stated that it would be helpful to know if the Council is okay with the general
location. We would not want to go too faz to the east.
Mr. Fischer stated that this memorial would not exceed the 52-foot area.
City Council Work Session - Mazch 30, 2010
Page 3 of 7
