Mr. Lazan stated that we will keep pushing flexibility. <br />Mr. Cronk stated that you want that plan to look as real as possible. You are selling a concept <br />and it will not look the same as a plan. You have to sell realism but if some component did not <br />happen, I as a developer, would not feel bad. There are always risks. <br />Mr. Lazan talked about Armstrong Boulevard. He showed the existing alignment -and the <br />proposed alignment -then showed a new concept. It saves the bank and solves a few <br />issues/problems. <br />Vice-Chairperson Jeffrey asked if he would propose the new alignment of the bridge over the <br />Mississippi. <br />Mr. Lazan stated that we could -but probably not. <br />Commissioner Ramsey stated that this bridge across the Mississippi probably will not happen in <br />the 2030 plan because no one is in favor of it but Ramsey. <br />Commissioner Wise felt it was a selling point to the State or County as we are asking for one <br />project now instead of two - we look fiscally responsible. <br />Commissioner Elvig stated he likes the concept -there is a lot of merit to it. <br />Vice-Chairperson Jeffrey left the meeting at 7:29 p.m. <br />Commissioner Elvig stated one would have to do a lot of research fast if we are going to get this <br />plan - we have to be solidified. <br />Different alignments were discussed. One of the alignments talked about, Commissioner Look <br />expressed concern about the neighborhood to the east. Mr. Greeby talked about concerns with <br />Coborn's with regard to the cun•ently proposed bridge. The new concept creates new visibility <br />and will cause the development to flourish. This may solve some problems. Commissioner <br />Wise added that it will save a lot of money. <br />The HRA deputized Commissioner Bob Ramsey as Chair for the rest of the meeting. <br />Mr. Lazan added that this concept should be put forward on that design chazet. He added he will <br />work with Brian Olson on that. Commissioner Wise stated that if it will be shown on the 215 of <br />this month, we need to be ahead of this with regard to property owners. He wanted staff to make <br />sure these property owners receive personal invitations to the chazet. Deputy City Administrator <br />Nelson expressed a concern about that.
