<br />PERS CASE #: <br /> <br />CONSIDER APPOINTMENT OF GALLAGHER BENEFIT SERVICES, INC. AS <br />AGENT/BROKER OF RECORD FOR HEALTH AND DENTAL INSURANCE <br />PROGRAMS AND COBRA ADMINISTRATION AND TERMINATE AGENT OF <br />RECORD RELATIONSHIP WITH CBIZ. <br /> <br />By: Colleen Lasher, Human Resources Technician <br /> <br />Background <br /> <br />On March 23,2010, the City Council authorized staff to issue an RFP for Agent/Broker <br />of Record services for health and dental insurance and COBRA administration. As the <br />Council will recall, an Agent/Broker of Record serves the City by advising and assisting <br />the City in encouraging consumerism and designing health programs; advising and <br />assisting the City in controlling health and dental care costs and evaluating plan design <br />options; advising the City on potential gaps or overlaps in coverage's, and negotiating <br />with carriers on the City's behalf. The RFP was conducted and the City received eight <br />RFP responses. The City's Deputy City AdministratorlDirector of Community <br />Development, Human Resources Manager/Assistant Administrative Services Manager <br />and the Human Resources Technician interviewed three of the Agent/Broker of Record <br />firms. <br /> <br />Funding Source <br /> <br />Staff negotiated the fee structure and has a two-year commitment which is equal to the <br />fees currently paid to CBIZ. No additional funding is required to change the City's <br />Agent/Broker of Record. <br /> <br />Recommendation: <br /> <br />Staff recommends that the City Council approve Gallagher Benefit Services, Inc. as the <br />City's new Agent/Broker of Record and terminate the Agent/Broker of Record <br />relationship with CBIZ effective July 1,2010. <br /> <br />Personnel Committee Action: <br /> <br />Motion to recommend that the City Council adopt resolution # 10-06-XXX approving the <br />appointment of Gallagher Benefit Services, Inc. as the City's new Agent/Broker of <br />Record and terminate the Agent/Broker of Record relationship with CBIZ effective <br />July 1,2010. <br /> <br />Reviewed By: <br />City Administrator Kurtis G.
