<br />CONSENT # > f7 <br /> <br />REPORT FROM FINANCE COMMITTEE <br />By: Diana Lund, Finance Officer <br /> <br />Background: <br /> <br />The Finance Committee met on Tuesday, June 8, 2010, and discussed the following case: <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />APPROVE AGENDA <br /> <br />Motion to approve the agenda as submitted. <br /> <br />Case #1: Consider Self-Serve Canoe and Kayak Access for Sunfish Lake Park <br /> <br />Background: <br /> <br />In March of 2009, City Council authorized $314,198 for the construction of Sunfish Lake Park and the <br />trail along Sunfish Lake Boulevard. The projects were completed at a final cost of $284, 198 or $30,000 <br />under budget. <br /> <br />Mark Riverblood presented to the finance committee a proposed use for the remaining funds. He <br />recommended the purchase of public canoes and kayaks for public use in Sunfish Park in an amount not <br />to exceed $13,000. The use of canoes and kayaks would be self-administered by intended users. <br /> <br />The finance committee liked the concept, but there was much discussion about the possible theft, <br />destruction and liability of having the canoes and kayaks. The issues stated were: the canoes would be <br />stored in an unfenced area, potential for high maintenance costs due to destruction and or replacement and <br />the high probability of a city liability if there were injury/death, due the city issuing the canoe/kayak and <br />the life jacket. Mark noted that there was no other city that currently has such a concept in place. <br /> <br />Motion was to postpone action by City Council until further research was done regarding potential <br />liability to the city, video monitoring costs of the canoe/kayak staging area, and checking with Fish Lake <br />Park in Hennepin County regarding their boat rental process. <br /> <br />Action: <br /> <br />Ratify the recommendation of the finance committee to postpone. <br /> <br />Reviewed By: <br /> <br />I<(c~} <br /> <br />City Administrator: <br />Finance Officer <br />CC: 6/22/10 <br />
