<br />twenty-six (26) parking stalls on this property (however three will be reserved for use by the <br />adjoining dentist's office). There are no specific parking requirements in City Code for daycare <br />centers, but there appears to be ample parking for this use. <br /> <br />Staff would like to note that there has been some concern from residents about this facility <br />utilizing adjoining parcels, all activities by the daycare/preschool will take place on the subject <br />property only. Also of concern were the current traffic levels on Dysprosium Street. The City <br />has approved a project to calm traffic in the area. The projects approved by City Council do not <br />require any additional property. <br /> <br />Concerns were also raised at the June 3rd Planning Commission meeting by residents near the <br />proposed daycare. The primary concerns raised were an increase in traffic and noise from the <br />playground area. As the daycare will be limited to only forty-five (45) children, there will <br />generally be a maximum of ninety (90) trips per day to the facility. This traffic will be staggered <br />throughout the morning and afternoon hours. With regards to the noise, the Applicant has stated <br />that the facility will be made up of classes, and does not expect that all forty-five (45) children <br />will be utilizing the playground area at one time. <br /> <br />Staff would also note that these concerns were raised at the Public Hearing for the Cubby's Deli <br />and Learning Lodge Conditional Use Permit. This CUP was approved in July, 2007. To date, <br />the City has not received any complaints regarding noise or traffic issues. <br /> <br />Recommendation: <br /> <br />On June 3, 2010 the Planning Commission recommended approval of the Conditional Use <br />Permit. <br /> <br />Funding: <br /> <br />All costs associated with processing the application are the responsibility of the applicant. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution # _ adopting Findings of Fact relating to the applicant's request <br />for a conditional use permit; <br /> <br />-and- <br /> <br />Motion to adopt Resolution # _ approving the applicant's request for a conditional use permit <br />to operate a preschool/daycare center in the Mallard Ponds PUD, based on the Findings of Fact. <br /> <br />-or- <br /> <br />Motion to deny the applicant's request for a conditional use permit based on the Findings of <br />Fact. <br />
