<br />Ranking Selection Criteria <br />1 Proposer experience in providing public transportation services; <br />2 Proposer size and scope of past experience, in relation to that required in this RFP; <br />3 Proposer driver training and selection program; <br />4 Proposer management, administrative, financial and technical capabilities; <br />5 Proposer vehicle maintenance practices; <br />6 Proposer reporting capabilities; <br />7 Proposer compliance with this RFP; <br />The cost of providing the services. Cost will be approximately equal in importance to a <br />combination of all other criteria shown above. <br /> <br />B. Evaluation Panel <br /> <br />The evaluation process may include the use of an Evaluation Panel composed of people who are <br />not associated with any ofthe Proposers to assist with the evaluation ofthe proposals. The <br />Evaluation Panel shall review the proposals and evaluate each by applying the Selection Criteria. <br />The Evaluation Panel shall rank the proposals using any comparative method; provided that the <br />Evaluation Panel may convert each ranking to a numerical rating for presentation to the City <br />Council. The Evaluation Panel may solicit and use staff expertise in making its findings and <br />conclusions, including a proposer's past performance on City contracts. The Evaluation Panel <br />shall report its findings and conclusions in writing to the City Council. The report shall include a <br />recommendation as to which, in its judgment represents the most advantageous proposal to the <br />Council. <br /> <br />1. Prohibited Contact with Proposers. Except as otherwise provided, oral <br />communications between Evaluators and Proposers regarding procurement in <br />progress is prohibited. Each Evaluation Panel member shall report any such <br />communication, in writing to the RFP Administrator, who shall determine, in <br />consultation with the Regional Administrator, any appropriate remedial action. <br /> <br />2. Permitted Contact with Proposers. The Evaluation Panel may conduct written <br />communications, directly or indirectly, with the Proposers. In addition, the role of the <br />Evaluation Panel may include formal interviews with the top choice(s) and visits to <br />their proposed facilities. Evaluation Panel members may have contact with proposers <br />only in a meeting of the Evaluation Panel called for the purpose of receiving oral <br />presentations from a Proposer or Proposers. The purpose of the presentation is to <br />permit the Proposers to explain and clarify their written proposals and not to modify <br />any proposals. The proceedings will be formal and structured, consisting of a timed <br />presentation by the Proposer followed by a question and answer session. <br /> <br />Instructions for Preparation of Proposals <br />Page 10 <br />
