Memo <br />DATE: <br />June 24, 2010 <br />TO: <br />Ramsey Planning Commission <br />FROM: <br />Community Development Staff <br />RE: <br />Staff Update <br />CASE # G1 <br />City Council Update. The following is a brief summary of actions taken in June that may be of interest <br />to the Planning Commission: <br />Request for Interim Use Permit for Grading and Mining Activities at 7205 Highway 10 and the Adjacent <br />Railroad Right -of -Way. The City Council approved the request for an IUP as recommended by the <br />Planning Commission. <br />Request for a Conditional Use Permit to Operate a Daycare in the B-1 General Business District; Case of <br />El Gato con Botas Learning Center (Doris Griep). The City Council approved the Conditional Use <br />Permit as recommended by the Plamung Commission. <br />Adopt Ordinance to Amend Chapter 117 of the City Code to Increase the Required Depth of Topsoil to <br />,Six (6) Inches. The City Council adopted the ordinance to increase the required depth of topsoil to six (6) <br />inches. <br />Mississippi River Corridor Critical Area (MRCCA) Rulemaking Process. City Staff has been <br />participating in Working Groups hosted by the DNR, which was directed by the Minnesota Legislature to <br />commence rulemaking in the Critical Area Overlay District. The National Park Service (NPS) was <br />contracted by the DNR to draft proposed land use districts within the Critical Area Boundaries. Staff <br />from the Cities of Ramsey, Dayton, Anoka, Champlin, Coon Rapids, Brooklyn Park, and Fridley agreed <br />on a draft set of principles and specific comments to forward to the DNR rulemaking process to review <br />the proposed districts. City Staff will forward a case to the Planning Commission to review any draft <br />rules when they become available. <br />It is important to note that regardless of the outcome of the Critical Area Rulemaking process, the City is <br />still located within the Wild and Scenic Rivers Act/Overlay (which follow the same boundaries as the <br />Critical Area), and must adhere to the more stringent requirements of the two overlay districts. Attached <br />to the Staff Update is a map depicting the existing MRCCA Overlay District (overlaid with underlying <br />land use), followed by districts as proposed by the DNR (consisting of five 151 sheets), the DRAFT <br />Statement of Principals as drafted by the communities in the NW Working Group for the MRCCA <br />Rulemaking Process, DRAFT responses to the district descriptions by the NW Working Group, and <br />City Staffs recommendations as to the proposed districts in Ramsey. <br />Shoreland Rulemaking. The DNR is also in the process of rulemaking for the Shoreland Overlay <br />Districts, which include several inland water bodies within the City of Ramsey. Staff also has some <br />concerns with the impact of the proposed rules on parcels affected by the overlay district and will be <br />forwarding a case to the Planning Commission in the near future for review.
