VER ENERGY <br />A Touchstone Ene~gy'° Cooperative ~.~ <br />Proposed Enterprise Park Transmission Project <br />June 23, 2010 (Ver 1.1) <br />Great River Energy is in the early stages of developing a transmission project to address <br />reliability concerns regarding the electric system in the northwest metro region. We are currently <br />seeking input from leaders of the cities into which the proposed line might cross: Anoka, <br />Andover, Coon Rapids and Ramsey. <br />Need <br />Economic growth and development in the northwest metro region (Anoka, Andover and <br />Ramsey) have strained the existing 69 kilovolt (kV) transmission system to its design limits. To <br />ensure the continued reliability of the electric services in the region and equally as important, to <br />enable future economic growth and development, the transmission system needs to be <br />enhanced. <br />Existing Transmission System <br />The communities of Anoka, Andover, and Ramsey receive electrical service from a 69 kV <br />transmission line (the "EP" line), which runs from the Elk River Substation to the Parkwood <br />Substation. Despite <br />recent upgrades, <br />forecasts for future load <br />(the amount of electricity <br />expected to be used) <br />suggest that the line <br />could be overloaded as <br />early as the summer of <br />2011. Without enhancing <br />the system, the reliability <br />of electric service to <br />existing customers in the <br />region is at risk. <br />Furthermore, the ability <br />to add new loads to the <br />system is limited. <br />77ie northwest metro region receires electrical sei~•ice fi•onz the 69 kV "EP" transmission line. <br />Proposed Project <br />Great River Energy is proposing atwo-phased project to offer short- and long-term solutions <br />that will strengthen the region's transmission system. <br />Phase I would consist of connecting the existing Enterprise Park distribution substation (see <br />map on next page) to the 115 kV transmission system at the Crooked Lake Substation.
