would add another energy <br />source to the region and <br />would allow some of the load <br />served by the Anoka <br />Municipal Utility to be taken <br />off the EP line, which will <br />subsequently allow for more <br />load in Andover and Ramsey <br />to be served by the 69 kV <br />EP line. The goal is to <br />complete permitting by June <br />2011 to allow the new 115 <br />kV line to be in service by <br />the summer of 2012. <br />Phase II would entail <br />extending the 115 kV line <br />from Enterprise Park to a 7 <br />new bulk substation in the <br />Elk River area. Additional details on <br />this phase will be available in the <br />future. <br />16 Mfles <br />~ ~; Muiaicipal Boundary <br />Multiple routing options are being considered to comlect the <br />Enterprise Park Subs7ation ii~ith the Crooked Lake Subs7ation. <br />115 kV Transmission Line Routing and Public Outreach <br />Routing options for the new Phase I transmission line are limited due to existing development, <br />infrastructure constraints, and environmental factors. In addition, future development plans and <br />upgrades to Highway 10 and regional roads such as Bunker Lake Boulevard affect routing <br />options for the new 115 kV line. Great River Energy has utilized modeling tools to develop <br />preliminary routing options. The models have suggested that the line could cross into the <br />communities of Anoka, Andover, Ramsey and Coon Rapids. <br />To develop the transmission line route for the proposed project, we are working with local units <br />of government and will later seek input from citizens. We will begin discussions with various <br />state and local agencies (e.g., Department of Natural Resources, transportation offices, State <br />Historical Preservation Office) soon. An open house for <br />the general public will be scheduled for the fall of 2010, <br />pending sufficient input from others. <br />Transmission Line Permitting <br />Great River Energy will have to either obtain a Route <br />Permit from the Minnesota Public Utilities Commission or <br />obtain local permits, such as Conditional Use Permits, <br />from all of the impacted cities. An Environmental <br />Assessment will be completed as part of the Route Permit <br />or local permitting processes.
