Consent # S, 13 REPORT FROM PERSONNEL COMMITTEE By: Colleen Lasher, Human Resources Technician BACKGROUND: The Personnel Committee met Tuesday, June 22, 2010 to discuss the following cases: CITIZEN INPUT: "There was none. APPROVE AGENDA: Motion to approve the agenda as submitted. Case 1: Consider appointment of Gallagher Benefit Services, Inc. As agent/broker of record for health and dental insurance programs and cobra administration and terminate agent of record relationship with CBIZ. Background: The Committee discussed the Agent/Broker of Record case and agreed with Staff`s recommendations to appoint Gallagher Benefit Services, Inc. as the City's new agent/broker for health, dental, and COBRA administration. Councilmember Jeffrey reported that per his earlier conversation with Councilmember Dehen. (who was not able to attend the Personnel Committee meeting) would like staff to look into the "BLOOM" program for health insurance. The Personnel Committee recommended Council adopt the resolution approving the appointment of Gallagher Benefit Services, Inc. Action: Ratify the recommendation of the Personnel Committee. Case 2: Consider resolution approving 2010 labor agreement with LELS-Sergeants Background: The Committee discussed the details of the contract and, as with the previous LELS-Patrol contract, liked the creative initiatives that staff employed to settle the Sergeants contract in a budget neutral manner. Staff provided clarification regarding compensatory time off in lieu of overtime compensation, as well as clarification to the language regarding no lay-offs or furloughs in 2010, which given the date, only leaves 6 months remaining in the contract. The Personnel Committee recommended Council adopt the resolution approving the LELS-Sergeants 2010 labor agreement. Action:
