Consent # S, 13 <br />REPORT FROM PERSONNEL COMMITTEE <br />By: Colleen Lasher, Human Resources Technician <br />BACKGROUND: <br />The Personnel Committee met Tuesday, June 22, 2010 to discuss the following cases: <br />CITIZEN INPUT: <br />"There was none. <br />APPROVE AGENDA: <br />Motion to approve the agenda as submitted. <br />Case 1: Consider appointment of Gallagher Benefit Services, Inc. As agent/broker of record for <br />health and dental insurance programs and cobra administration and terminate agent of <br />record relationship with CBIZ. <br />Background: <br />The Committee discussed the Agent/Broker of Record case and agreed with Staff`s <br />recommendations to appoint Gallagher Benefit Services, Inc. as the City's new agent/broker for <br />health, dental, and COBRA administration. Councilmember Jeffrey reported that per his earlier <br />conversation with Councilmember Dehen. (who was not able to attend the Personnel Committee <br />meeting) would like staff to look into the "BLOOM" program for health insurance. The Personnel <br />Committee recommended Council adopt the resolution approving the appointment of Gallagher <br />Benefit Services, Inc. <br />Action: <br />Ratify the recommendation of the Personnel Committee. <br />Case 2: Consider resolution approving 2010 labor agreement with LELS-Sergeants <br />Background: <br />The Committee discussed the details of the contract and, as with the previous LELS-Patrol contract, <br />liked the creative initiatives that staff employed to settle the Sergeants contract in a budget neutral <br />manner. Staff provided clarification regarding compensatory time off in lieu of overtime <br />compensation, as well as clarification to the language regarding no lay-offs or furloughs in 2010, <br />which given the date, only leaves 6 months remaining in the contract. The Personnel Committee <br />recommended Council adopt the resolution approving the LELS-Sergeants 2010 labor agreement. <br />Action: <br />
