state the start and end time the temporary sign will be erected, and ensure proper location. The proposed
ordinance would charge $25 for the first permit (per year), and each subsequent permit fee would be
waived for that year. At the Work Session, it was discussed to require an actual Permit to be affixed to
the temporary sign so any staff member could check on site for a valid permit. The proposed ordinance
requires that the Temporary Sign Permit is only required in Business and Employment Districts;
Temporary Sign Permits are not proposed to be required for Residential Districts. In addition, temporary
signs smaller than fifteen (15) square feet are also exempt from permits. Regardless as to whether a
permit is required or not, all temporary signs are required to conform to City Code. The City will
continue to address all sign complaints on acomplaint-basis.
Additionally, there would be an upfront cost to implement the permit, as Staff would suggest an outreach
plan to businesses to inform of the re-instituted temporary sign permits. This outreach would include
articles in the Ramsey Resident and direct mailings to the Ramsey Business List. Finally, City Staff
recommends allowing one (1) permanent ground sign per road frontage (maximum aggregate of two [2])
instead of one (1) per parcel as currently permitted. Staff would recommend the second sign being half
the size of the first sign.
Funding Source:
Amendments to the temporary sign regulations are be handled as part of regular staff duties.
Recommendation:
The Planning Commission met to hold a Public Hearing on June 3, 2010 on the proposed ordinance and
recommended approval.
Council Action:
Motion to adopt/deny the Ordinance amending City Code Chapter 117 Article II Division 8 related to the
regulation of signs.
Reviewed by: ..
City Administrator
Planning Manager
CC: 07/13/2010
Attachments:
A) Proposed Ordinance (additions indicated as underline; deletions indicated as st~ikethreugk)
B) Current Sign Code
C) Proposed Temporary Sign Permit Application
D) City Council Work Session Minutes dated May 4, 2010
E) Planning Commission Minutes dated June 3, 2010
