Chairperson Dehen noted currently the City staff did the maintenance. <br />Public Works Director Olson responded there were things the City did not do such things as <br />putting up banners, signage, etc. <br />Commissioner Ramsey believed the list needed more work as to which entity would be <br />responsible for what maintenance. <br />The HRA discussed the pros and cons of an association and what the association should be <br />accountable for with respect to maintenance. <br />It was the consensus of the HRA to have the businesses pay for the maintenance. <br />Development Manager Lazan asked if the HRA wanted to expand the existing seasonal staff to <br />perform the maintenance on the existing HRA owned properties. <br />Motion by Commissioner Elvig, seconded by Commissioner Ramsey, to approve the expansion <br />of the existing seasonal staff in the amount of $4,500 to perform the maintenance on existing <br />HRA owned properties. <br />Further discussion: Commissioner Jeffrey stated if the equipment was already being taken there, <br />then the expense was the labor. Commissioner Wise stated he was not in favor of doing <br />additional mowing due to the wear and tear on the equipment. Commissioner Ramsey stated he <br />was not interested in mowing any more than what was done last year. Commissioner McGlone <br />asked how this would be applied to the general public if they owned the property. He indicated <br />he wanted to make sure the HRA applied the same rules. He stated the City could just grade the <br />lots. Commissioner Elvig did not believe mowing 100 feet was necessary. <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Elvig, Ramsey, Jeffrey, and <br />McGlone. Voting No: Commissioners Look and Wise. Absent: None. <br />Chairperson Dehen stated he would like to see what the cost for attorney's fees and expenses <br />were going to be. <br />Case #4: Flaherty & Collins Cosmopolitan Project Visit <br />HR Executive Director Nelson reviewed the staff report. <br />Motion by Commissioner Ramsey, seconded by Commissioner Wise, to ratify the <br />recommendation of the City Council given during their regular meeting on May 11, 2010, and <br />authorize funding for two to three HRA members to fly to Indianapolis to visit the completed <br />Flaherty & Collins Cosmopolitan Project. <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Ramsey, Wise, Elvig, Jeffrey, <br />Look, and McGlone. Voting No: None.
