POLICY BOARD BUSINESS
Case.#1: Storm Water Management Education and Outreach
Environmental Coordinator Anderson presented the staff report.
Chairperson Max stated that he was looking at the newly designed website and thought it looked
really good and liked the fact that there now was a search function available. In reviewing the
new website, he saw the information concerning sealcoating and its associated environmental
concerns. He stated that he thinks this. should be addressed somehow as part of this objective.
Board Member Freeburg inquired if there was any kind of budget to undertake certain projects.
Environmental Coordinator Anderson stated that there may be a very limited budget to assist
with a small demonstration project possibly.
Board Member Hassett inquired about finding an Eagle Scout that may be willing to take on
much of a project.
Chairperson Max suggested that one option would be to coordinate a tour of existing storm water
management options such as rain gardens, pervious pavements etc.
Board Member Bentz asked whether there was any interest in mitigation.
Board Member Hassett asked if the city was implementing any interesting storm water
management strategies at the Municipal Center.
Environmental Coordinator Anderson stated that he was not aware of any innovative storm water
management measures that were implemented at the Municipal Center.
Board Member Enstrom stated that the only thing that will truly make a difference in recharging
the aquifer would be constructing a sewage treatment plant to treat the waste water here rather
than piping it to St. Paul as it is currently done. He stated that he thinks the Board should be
making this recommendation to City Council so that they are aware of it.
Environmental Coordinator Anderson stated that it was his understanding that the Board
included this topic on their work plan to identify strategies and tools that were available to
homeowners and businesses and than promote and educate the public about them.
A brief discussion ensued about the cost of a treatment plant and who would be responsible for
that cost.
Board Member Hassett asked what the City could possibly contribute should a collection of
neighbors be interested in installing rain gardens along the road in front of their homes.
Environmental Policy Board /June 7, 2010
