Chairperson Max stated that Environmental Coordinator Anderson should talk with the <br />Engineering Division about what exactly may be required of a property owner or owners to <br />complete a rain garden in the right of way of a public road. <br />Board. Member Freeburg stated that the City is being mandated to implement certain <br />conservation measures and that that message needs to get out to the public. <br />Board Member Hassett inquired about what options may be available to retrofit the irrigation <br />system here at the Municipal Center to better utilize storm water. <br />Chairperson Max stated that if not at the Municipal Center why not at the amphitheater that is <br />currently being constructed. <br />Board Member Freeburg suggested looking into retrofitting the Municipal Center site with a <br />cistern and connecting the irrigation system to the cistern. <br />The Board had the following suggestions for Environmental Coordinator Anderson: <br />• Research the implications of sewage and/or water treatment plant. <br />• Pursue partnering with Andover and ACD to offer various workshops. <br />• Look into possible options to retrofit the Municipal Center site for better storm water <br />utilization. <br />• Reach out to various community groups, garden clubs, 4H, schools, etc for ideas and <br />partnerships. <br />• Look into specific requirements should an individual or group of neighbors be interested <br />in installing a rain garden in the public road right of way <br />Case #2: Review 2010 Arbor Day Event. <br />Environmental Coordinator Anderson presented the staff report. <br />Chairperson Max stated that he thought using seedlings rather larger trees was certainly much <br />easier for folks to handle and allowed greater participation. He also noted that with the larger <br />stock, it sometimes can be more time consuming and difficult because of searching for primary <br />roots to ensure correct planting depth. <br />Board Member Riley-Daniels stated-that she liked using the seedlings because it made it possible <br />for kids to get involved in the planting activities. <br />Board Member Enstrom stated that the plantings should be done much earlier in the season for <br />better survival. <br />Environmental Coordinator Anderson stated that while he agreed it would be ideal to do the <br />planting earlier, there were limiting factors that prevented it from happening. Seedlings are <br />available to pick up from the DNR central office a couple days before Arbor Day, which in <br />Minnesota is considered the last Friday in April, and that same day, Staff heeled them in and <br />kept them well watered until the planting event.
