Case #2: Discuss 2010 and 2011 Parks Capital Improvement Plan <br />Parks Supervisor Riverblood stated that the purpose of this case was for. the Commission and <br />Council to discuss any items they would like, but part of the discussion should focus on the <br />2010-2011 Park Capital Improvement Program (CIP) and the prioritization of the remaining <br />projects. He briefly reviewed the projects. He stated that there was a presentation to Council. <br />He stated that a question was asked about the effect on one project if there is a change to another <br />one. He explained that staff is not recommending items that are crossed off the list. He <br />explained that the Itasca Park has been removed from the CIP as an example. He explained that <br />last year at the joint meeting drinking fountains were delayed. He explained that there was a <br />$300,000 park dedication fee on the front page. He explained that the forecast diagrams of the <br />items that are not crossed off include $400,000 in available park dedication fees and there is an <br />amphitheatre and a parking lot in Rhinestone Commons that is to be completed. He explained <br />park dedication fees are anticipated from Allina, the Sands Complex, and the VA as it comes to <br />fruition, and the boat landing. He explained that $370,000 would be paid to the County which <br />would be turned over to the City of Ramsey. He explained that for Riverdale Park the restroom <br />and fountain is available as a grant. He recommended not getting below 1.5 or 1 million so they <br />can respond to grants or the boat landing. He explained that this addresses what the park trust <br />fund balance will look like. <br />Councilmember McGlone stated that the Council has done a good job by managing funds, <br />bringing in the DMV for revenue, researching grants, bringing in the Lions, and being able to <br />complete projects for the City. <br />Mayor Ramsey stated that he finds the revenue projections to be accurate with the Park <br />Dedication fees. <br />Park Supervisor Riverblood stated that the park dedication fees total does. not include townhomes <br />which will be added iri later. <br />Parks Supervisor Riverblood asked for comments on the TIF and matching park dedication <br />dollars. <br />City Administrator Ulrich stated that the Tax Increment Financing District was founded by the <br />state which brings in taxes from the Town Center, along Highway 10, at the interchanges, the <br />train station, and overpass. The taxes generated from this can be used to create a recreational <br />link. <br />Mayor Ramsey stated that this money can be used for trails as well. <br />City Administrator Ulrich commented that the money cannot be used for parks but can be used <br />for trails. <br />Parks Supervisor Riverblood stated that Central Park Parkway, shown for 2010, is estimated at <br />$35,000. He explained that over by the warming house and parking lot there is a proposal to <br />create a one way drive and adding parking to the area where cars currently park in the grass. <br />This would connect to another area to the east, through the church property down to 16151.
