Councilmember Look stated we have a Councilmember who will not vote for Charter's <br />compromise. He explained his stand. <br />Councilmember Dehen presented a different stand. <br />Mayor Ramsey stated we have not gone to a City Manager form of government yet. The <br />question could simply be should the City go to a Manager form of government. <br />Councilmember Dehen talked about questions and how people do not think it through. <br />Consensus was to schedule a work session and invite the Charter Commission. <br />8) Discuss Contract Revisions for East Meandering Commons Park <br />City Engineer Himmer stated that back when the contract was awarded for East Meandering <br />Commons Park, the proposed wetland classroom at the end of the Park was removed prior to the <br />bid opening, and the associated improvements that relied on this wetland which were two <br />observation platforms and a 60-foot pedestrian bridge, were removed at the time of the award. <br />The reason for this was there was still uncertainty related to the overall mitigation requirements <br />for the existing Ramsey Town Center wetland permit, and whom the responsible party would be <br />to bring the permit into compliance. Earlier we received approval to go forward with the PACT <br />wetland. He talked some about the way the project was bid and that some things could be added <br />back in to the contract. <br />Discussion ensued relating to the W. Gohman lawsuit and the League's opinion. Attorney <br />Goodrich advised that the City\ should not go against the League's advice to which Council <br />agreed. <br />Mr. Himmer asked do we want to consider going out and bidding these options. Is there <br />anything Council would like to see incorporated into this park. <br />Mayor Ramsey stated he is interested in all of it but thought we were going to wait until the next <br />year. <br />Councilmember McGlone stated he would like to see this thing just done all the way. We know <br />we are going to do it -rebid it -put in the bridge, the walkway, etc. <br />Discussion ensued relating to bids, quotes, processes, change orders, and the options. <br />Mr. Himmer stated that staff is recommending doing Option B but not A. <br />Attorney Goodrich stated the City will try to do quotes or change orders -depending on the legal <br />opinion. <br />City Council Work Session -June 1, 2010 <br />Page 10 of 11 <br />
