Mayor Ramsey stated you know what we will be opposed to - go through it and take <br />responsibility for this. We fundamentally object to this over all but .. . <br />Mr. Olson stated he was not exactly sure what Council wants: <br />Councilmember Look asked how much of this is in the dirty 30 and he wants to object to that. <br />Mr. Olson asked Mayor Ramsey to come and talk to staff about this. <br />City Engineer Himmer stated that 98% of these are already City ordinances independent of the <br />WMO's surface water management plan. <br />Council talked about non-degradation and what that means and responsibilities of the <br />municipalities -but we are not required because we are not in the dirty 30. <br />Mayor Ramsey stated he would do his homework on this and get back to staff. <br />City Administrator Ulrich stated we will try to be more forceful in our opposition -actually <br />oppose some of the items that push on private property - in general terms but specifically these <br />items. <br />Mr. Olson stated to Mr. Ulrich that staff did look at property line issues. <br />Mayor Ramsey reiterated to the engineers that they are the experts and Council is relying on <br />them. <br />7) Consider Charter Commission Recommendation regarding Council-Manager <br />Plan/Mayor-Council Plan of Government <br />City Attorney Goodrich stated that Council passed an ordinance to require a referendum question <br />to amend the Charter by retaining the Mayor-Council Plan of City Government as opposed to the <br />Council-Manager Plan of government scheduled to go into effect on January 1, 2011. That <br />ordinance was sent to the Charter. They have rejected City Council's proposal but have <br />recommended a compromise. Their proposal is to let the Council-Manager plan go into effect <br />but to amend the Charter to leave the authority to appoint and remove department heads with the <br />City Council. This could be amended by a unanimous approval of the Council. Mr. Goodrich <br />stated he understands there is not much likelihood of getting a unanimous vote of the Council. If <br />that's true, we should proceed to a question for the ballot -there is a time crunch. It has to be <br />done by August 1. If the City Council does not approve it, the City Council would meet with <br />Charter to form a ballot question. He suggested scheduling a work session and inviting the <br />Charter members. <br />Mayor Ramsey stated he is not opposed to it. <br />Mr. Ulrich talked about that the language has to make the voter aware of what they are voting on <br />City Council Work Session -June 1, 2010 <br />Page 9 of 11 <br />
