Mayor Ramsey stated that it's subjective on whether there needs to be any management practice <br />City Engineer Himmer stated that's where feasibility is built in. <br />Discussion ensued relating to best management practices. Councilmember Look stated he is <br />concerned about what would be binding on the members. He stated he is leery of defining goals <br />and also about the financial impact. <br />Mr. Jankowski stated that pages 63 through 69 of the drafr plan are the projected budget for the <br />management program. The LRRWMO does not anticipate doing capital improvement projects. <br />He talked about lake level monitoring, water quality monitoring, wetland monitoring and the <br />administrative budget is $18,500 per yeaz - $7,300 annual dues to the organization. Ramsey pays <br />about 49%, which is about $9,000 a year. <br />Director of Public Works Olson stated talked about the problems with the second-generation <br />plan - we can offer comments and formulate whatever Council wants them to be. <br />Mayor Ramsey inquired about Police #3.2 to which Mr. Jankowski replied it's best management <br />practices to protect wetlands with input from the Technical Advisory Committee. <br />It was relayed that only new permits are affected. <br />Mayor Ramsey inquired when this plan has to be responded to, to which Mr. Jankowski replied <br />this week. <br />Councilmember Look asked what part the BWSR is not agreeing with. <br />Mr. Jankowski replied that the Soil Conservation thought it was a pretty good plan. We modeled <br />it after a plan that was already approved. <br />Mayor Ramsey stated he did not read the entire plan but assumed staff would be able to figure <br />out what Council wanted by our comments. We aze not interested in any of this incremental <br />stuff -and reiterated he hoped staff could figure out what Council would be in favor of by <br />comments made tonight. <br />Mayor Ramsey talked about upland buffers. <br />Environment Coordinator Anderson stated that our comment in October of last year to truly be a <br />successful wildlife habitat -language has to restate we do not think it will achieve the goal. <br />Mayor Ramsey stated we need to clearly state we do not want that in the plan. <br />Mr. Olson stated what he heard back in October is that buffers and land use are a big issue but if <br />you want us to go policy by policy, we can. <br />City Council Work Session -June 1, 2010 <br />Page 8 of 11 <br />
