Councilmember Jeffrey stated that he did not want a lot of staff time spent on this <br />Mayor Ramsey stated he is willirig to do some of the work on this. <br />City Administrator Ulrich suggested this could be added to the legislative agenda. We can talk <br />about strategies later if the Council agrees it should go to the next session. <br />Councilmember McGlone stated that we would permit them in addition to them having to license <br />their vehicle. State Statutes also says municipalities cannot license what the State already does <br />and used the example of a residential contractor. <br />Councilmember Elvig suggested putting a task force together for this issue. <br />Councilmember Elvig left the meeting at 8:42 p.m. <br />Mayor Ramsey commented that we cannot do anything about this right now, but we can make <br />waves. <br />6) Update on Lower Rum River WMO 3`d Generation Plan <br />Assistant City Engineer Jankowski stated that staff has been working on the Lower Rum River <br />WMO 3`d Generation Plan for quite some time now. He presented a recap of the process and the <br />plan. He noted that staff presented a draft at a work session and prepared tables that compared <br />elements from the current plan to the new proposed WMO plan and storm water plan. The draft <br />was sent to the Board of Soil and Water Resources (BSWR), the Minnesota Pollution Control <br />Agency (MPCA), Metropolitan Council, and the Department of Natural Resources (DNR) for <br />preliminary comment. Mr. Jankowski reported that the preliminary comments received by these <br />agencies held the common theme that the draft plan lacked specificity in goals and policies. <br />These reviews were also critical of the organization of the report citing that standards and the <br />requirements for implementing standards were scattered throughout the plan and occasionally <br />were in conflict. In view of the preliminary agency comments, the Board of the LRRWMO <br />reformatted the plan to be consistent with a similar plan recently approved by BWSR. The latest <br />draft, dated March 2010, appears significantly different than the reviews last September, <br />however, its contents were intended to be the same as the previous draft. This revised draft was <br />posted on the City's FTP site and is the one discussed at the March 30, 2010 work session. Mr. <br />Jankowski reported that staff has reviewed this new draft plan to assure that the issues the City <br />Council had commented on last fall are in the Plan. He presented the same table but added a new <br />column that showed comments we had for each element. He pointed out some of the review <br />changes, etc. He noted extra territorial jurisdiction wording was eliminated. For the most part, <br />we found that transfer has been successfully made. <br />Councilmember Look asked if one of the best management plans is a buffer to which Mr. <br />Jankowski replied yes. <br />Environrnental Coordinator Anderson added that this opens up more for buffers. <br />City Council Work Session -June 1, 2010 <br />Page 7 of 11 <br />
