Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to approve the change <br />order with W. Gohman Construction in the amount of $275,488.08. <br />Motion carried. Voting Yes: Acting Mayor Look, Councilmembers Jeffrey, Elvig, McGlone, <br />and Wise. Voting No: None. Absent: Mayor Ramsey and Councilmember Dehen. <br />7.05: Consider Razing of a Hazardous Building Located at 13670 Garnet Street NW, <br />Ramsey <br />Councilmember McGlone excused himself from the discussion. <br />City Attorney Goodrich reviewed his report and the State Statute as to what a hazardous building <br />is. <br />Building Official Kaehler showed photographs of the property site taken a month after the fire. <br />Fire Chief Kapler stated from the City's end, the Fire Department has concluded its <br />investigation. <br />Building Official Kaehler stated he had also spoken to the State investigator and that <br />investigation had also been closed. He summarized the Code violations for Council. He <br />indicated the property has been abandoned and he had made several attempts to contract Mr. <br />Belrose through certified letters, which were returned. <br />City Attorney Goodrich requested the Council find this is a hazardous condition and to either <br />allow the property owner to remove the property and come into compliance or if he was unable <br />to do that, the City could have his consent to do the removal and the costs assessed against the <br />property. He stated it was not the Council's concern if there were insurance proceeds, but rather <br />determine if this was a hazardous property. <br />Building Official Kaehler stated this was a hazardous site due to the broken glass, the <br />freestanding walls, the close proximity of this property to other properties, and no security to <br />secure the property. <br />Todd Belrose, owner of 13670 Garnet Street NW, stated the property was insured through State <br />Farm. He stated he was trying to mitigate the property as soon as he could. He noted he did not <br />know what the steps were to demolish the property. He stated he had spoken with a demolition <br />contractor to obtain a quote within two weeks of the fire. He stated this has not been a safe <br />environment for himself or his family to put together a contents list as required by the insurance <br />company. He stated the insurance company needed a contents list before the clean up could <br />occur. He agreed the walls were unsafe and he was concerned about not only himself and his <br />family, but his neighbors. He noted he had covered up the piles of debris so it did not blow into <br />the neighbor's yards. He stated he was contacted by letter dated May 19 from the City stating <br />the City wanted this demolished by May 28. He stated the letter had been demolished by the <br />Post Office and he had asked the letter to be resent as the original letter, but he just received the <br />City Council /June 22, 2010 <br />Page 7 of 11 <br />
