INTRODUCTION A petition for the bittuminous paving of Chameleon Srieet was presented to City Staff on February 2, 2010 and was received by City Cotmcil on February 26, 2010. A copy of this petition is contained in Appendix A. The City Council directed the preparation of this feasibility study in response to this petition. The contents of this study are similar to one prepared for IP 08-31 for which a public hearing was held on November 10, 2008. '1 his previous project was defeated by a petition from the majority o f the benef tted property owners. The project area and benelitted properties is illustrated in Figure 1. This report will identify the existing street condition along with the proposed improvements and the associated costs and financing, including the cost to each benefitted property. Finally this report will provide a possible project timeline. EXISTING CONDITIONS The surface of the existing roadway is primarily native sand material with some aggregates that have been added periodically to portions of the roadway. The roadway width is between 20 to 22 feet wide and is generally centered within the 66 foot right of way. Drainage is provided by roadside ditches along some, but not all, portions of the roadway. There are few driveway culverts. Some properties have paved driveways which begin at varying distances from the edge of the unpaved roadway. Other properties have no paved driveway at all or a paved apron in front of the garage. A total of 21 properties have frontage along Chameleon Street including Shaan~ Acres Park and two corner lots which also have frontage on 173` Avenue (former CR 63). One of these corner lots has its access and house fiontage onto Chameleon Street while the second lot has both its frontage and access onto 173`d Avenue. PROPOSED IMPROVEMENTS A 28 foot wide bituminous pavement is to be consriucted in the center of the 66 foot right of way. The pavement section will consist of four inches of class 5 granular base, two inches of bituminous base course, and 1.5 inches of bituminous wear course. This section has been established as minimum standards for the paving of existing roadways within the City and is four feet narrower thaaggregate shoulder will be installed to protect the edge of the new pavement and drainage shall be provided through roadside ditches on both sides of the road. Culverts will be provided beneath each driveway. A copy of a typical cross section of the proposed roadway is included in Figure 2. Drainage fiom these roadside ditches will be directed to tluee drainage swales which are located along the common properly lines of 17325 and 17331 Chameleon Street; 17511
