Final Plat: River's Bend Su' Addition <br />July 21, 2010 <br />Page 2 of 3 <br />5. Setbacks: The Public/Quasi-Public District is subject to applicable standazds in <br />the B-1 Business District. Setbacks in the azeas zoned as Public/Quasi-Public <br />appear to be within conformance. Compliance with the established setbacks for <br />the area zoned as R-3 will be reviewed as part of the Site Plan Review at a future <br />date. <br />2. Gradine and Drainage: A topographic survey must be completed and submitted <br />as part of the Site Plan Review. Existing storm sewer and drainage patterns must <br />be maintained with any proposed development, and a Letter of Map Amendment <br />(COMA) may be required from FEMA for the area encumbered by Flood Zone <br />A-7. <br />Easements: The proposed plat shows drainage and utility easements encumbering <br />infrastructure and water bodies. The proposed drainage and utility easement <br />along the eastern property boundary (Flood Zone A-7) may require revisions, <br />depending on the desired site plan .and potential request for a COMA. The <br />proposed standard ten foot drainage and utility easement abutting Xkimo St. must <br />be expanded in the southwest corner to provide at least fifteen feet from the <br />existing watermain that cuts across the property corner in that location. The <br />.location of utilities must be verified at time of development and properly <br />encumbered by appropriate drainage and utility easements. A trail easement will <br />be required along the east side of Xkimo St from the intersection at 142°' Ave to <br />the south terminus, and reviewed as part of the Site Plan Review process. In <br />addition, a second trail easement is required to cover the existing sidewalk along <br />the south side of 142°d Ave NW. <br />4. Traffic Generation Analysis: Since no development is being formally proposed <br />at this time, no traffic generation analysis will be required. A traffic generation <br />analysis may be required if a Site Plan application is submitted for future <br />development. <br />Utilities and Water Usaae: The development will need to be served by municipal <br />water and sanitary sewer. Existing trunk lines are contained within the Xkimo <br />St, and the pump house is currently being served by municipal water and sanitary <br />sewer as applicable. If it is determined that additional utility stubs are required, <br />plans :must be submitted for review during the Site Plan Review process. <br />Connection charges were waived as part of the executed purchase agreement, but <br />SAC and WAC chazges will be calculated and collected at the time a building <br />permit is issued. <br />6. Pazk Dedication: The proposed plat was forwazded to the Park Commission for a <br />recommendation on pazk dedication. Per the approved purchase agreement, no <br />pazk dedication will be collected at this time. <br />Trail Development Fees: The City has enacted a Trail Development Fee. Since <br />the plat only creates outlots, no trail development fee will be collected. The Trail <br />Development Fee is not specifically noted in the Purchase Agreement and will be <br />collected at time of development at the rate in effect at that time. <br />
