CASE 4q v <br />CONSIDER CONTRACT REVISIONS FOR CITY PROJECT #10 -23, <br />THE DRAW (FORMERLY KNOWN AS EAST MEANDERING COMMONS PARK) <br />By: Tim Himmer, City Engineer <br />Background: <br />A contract to construct East Meandering Commons Park was awarded to W. Gohman Construction on April <br />13, 2010 in the amount of $2,138,913.05. At that time there were outstanding issues with the Lower Rum <br />River Water Management Organization (LRRWMO) regarding the existing mitigation permit, in favor of <br />Ramsey Town Center LLC, for all wetland impacts within the Town Center development. Due to this matter <br />the wetland component located at the east end of the park, and all associated infrastructure (60' pedestrian <br />bridge and 2 observation platforms), were not awarded at that time. <br />On June 22, 2010 the Council approved a change order with W. Gohman in the amount of $207,921 to add <br />these structural elements back into the park contract. Upon excavations in this wetland area to implement <br />this portion of the contract it was determine that soil corrections would be required. The area around the <br />footings for these proposed structures will require a ten foot subcut and correction with clean sand. The unit <br />prices for this work are already contained within the contract, and are estimated at approximately $20,000. <br />Due to the depth of these required corrections, additional dewatering will also be necessary. <br />Observations: <br />Attached is a change order request received from W. Gohman in the amount of $67,398. Staff is currently <br />reviewing this information and will be working with W. Gohman over the next few days in an attempt to <br />evaluate additional options to complete this work. We will negotiate an agreed upon approach and resent <br />the cost implications to the Council as soon as completed, and in advance of the meeting on August 3` . <br />Funding: <br />Consistent with the initial funding sources for this park, financing is proposed to be split 50 — 50 between <br />park dedication dollars and future COR land sales. <br />Staff Recommendation: <br />Staff recommends that the City Council amend the existing contract with W. Gohman Construction by <br />change order to complete the required soil corrections for these wetland structures at an agreed upon price. <br />Council Action: <br />Motion to approve a change order with W.
