Sketch Plan Review: Rivers Bend Bluffs <br />July 29, 2010 <br />Page 3 of 4 <br />15. Tree Preservation Plan: The City is not in receipt of a tree inventory and <br />preservation plan at this time. A tree inventory and preservation plan will need <br />to be submitted for any Site Plan application for future Lot 1. <br />16. Landscapinu: A Landscaping Plan will need to be submitted as part of the Site <br />Plan Review application, <br />17. Density Transitionina: Density transitioning is required along a portion of <br />the northern property line to provide a buffer between the proposed <br />development and the existing single -family homes. A combination of <br />existing trees and new plantings may be used to satisfy the transitioning <br />requirements. A transition from R-3 to R-1 requires a thirty-five (35) foot <br />wide strip of' land in common ownership with four (4) over story trees, <br />four (4) evergreen trees, and four (4) under story trees per 100 feet of <br />common boundary. The planting requirement can be reduced by half if a <br />berm is used in addition to the plantings, which would also reduce the <br />required minimum width of land held in common ownership to twenty- <br />five (25) feet. - <br />There is approximately 276 feet of transition zone between the two <br />districts along 142nd Avenue. If new plantings are installed to satisfy this <br />requirement, minimum plant sizes are as follows: <br />• Overstory deciduous trees: two and a half (2 5) inch caliper <br />• Coniferous trees: six (6) feet in height <br />• Understory (ornamental) trees: one and a half (1 5) inch caliper <br />The plantings must be shown on the landscaping plan and included in a <br />separate planting schedule, which shall include at a minimum• tree name <br />(common and scientific), size, root stock and quantity. If existing <br />vegetation is to be used, in part or entirely to satisfy the density <br />transitioning requirement, than a tree inventory must be completed to <br />determine if existing vegetation is acceptable: <br />A revised plan should be submitted that identifies the transition zone <br />shows the additional plantings (and planting schedule) and/or the existing <br />trees that are to be used for the density transitioning. Additionally, it is <br />recommended that this area be encumbered with a landscape easement. <br />18. Other Permits: The developer is responsible for obtaining any permits required <br />from other regulatory agencies. <br />The Planning Commission will be meeting at 7:00 p.m. on Thursday, August 5, 2010, at <br />the Ramsey Municipal Center, to review your sketch plan. A copy of the case cover <br />sheet is enclosed for your information. I suggest that you, or your representative, be <br />present at the meeting to answer any questions that may arise.
