Sketch Plan. Review: Rivers Bend Bluffs <br />July 29, 2010 <br />Page 2 of 4 <br />7. Easements: The proposed plat shows drainage and utility easements encumbering <br />infrastructure and water bodies. The proposed drainage and utility easement <br />along the eastern property boundary (Flood Zone A-7) may require revisions, <br />depending on the desired site plan and potential request for a LOMA. The plat. <br />must be revised consistent with RIVERS BEND 5rn ADDITION, including <br />adequate easements and/or right-of-way adjacent to the municipal watermain and <br />well in the southwest comer of the property, and expansion of the easement along <br />the east property boundary for flood zone A-7. A trail easement will be required <br />along the east side of Xkimo St from the intersection at 142°d Ave to the south <br />terminus, and reviewed as part of the Site Plan Review process. In addition, a <br />second trail easement is required to cover the existing sidewalk along the south <br />side of 142nd Ave NW. <br />8. Traffic Generation Analysis: Since no development is being formally proposed <br />at this time, no traffic generation analysis will be required. A traffic generation <br />analysis may be required if a Site Plan application is submitted for future Lot 1. <br />9. Utilities and Water Usage: The development will need to be served by municipal <br />water and sanitary sewer. Existing trunk lines are contained within the Xkimo <br />Street right-of-way, and the pump house is currently being served by municipal <br />water and sanitary sewer as applicable. Thereis currently only one set of <br />municipal. utility service stubs to this property so accommodations must be made <br />to serve the proposed Lot 2, and if it is determined that additional stubs are <br />required for the proposed project on Lot 1, plans must be submitted for review <br />during the Site Plan Review process. Connection charges were waived as part of <br />the executed purchase agreement, but SAC and WAC charges will be calculated <br />and collected at the time a building permit is issued. <br />10. Park Dedication: The proposed plat will be forwarded to the Park Commission <br />for a recommendation on park dedication. Per the approved purchase agreement, <br />no park dedication will be collected at this time. <br />1 I. Trail Development Fees: The City has enacted a Trail Development Fee. The <br />2010 rate for Trail Development Fees is $600 per residential unit. The total due <br />for the plat is $7,800.00 ($600 x 13 units). <br />12. Sidewalks: No sidewalks are being proposed as part of the plat. However, <br />necessary easements and/or trails will be required with the Site Plan Review, as <br />indicated in Item #3 above. <br />13. Stormwater Management Fee: The stormwater management fee for this project <br />has been waived per the executed purchase agreement. This project will be <br />subject to a quarterly storm water utility charge, however, and the dollar amount <br />will be calculated at the time of Site Plan Review. <br />I4. Sanitary Sewer and Water Trunk Charges: Trunk charges will not be required <br />for municipal sewer and water per the executed purchase agreement. <br />23 <br />
