Discussion:

If the Committee recommends the addition of one or more .of these trail segments to the existing
mill and overlay project it would affect the schedule for completing this already approved State
Aid project. The project plans for the existing overlay project have already been submitted to
State Aid for review & staff has recently received comments. We have substantially completed
the requested revisions and are preparing to resubmit for final approval within the next week or
two, Adding trails to this project now would require additional field work, design, and re-review
by State Aid; thereby adding approximately 1 month to the project schedule. Depending on the
outcome of the requested permit for the railroad crossing it could extend this project into the next
construction season. In addition to survey and design, Segment C would require County
Highway department approval and an extended time frame for completion. It should also be
noted that Segment C could be impacted by the potential future realignment of the
Armstrong/Bunker Lake Boulevards intersection associated with a desired Highway 10
interchange,

Recommendations:

Staff recommends that the installation of Segment A be considered at a future date, as a
connection to Highway 10 is a lesser priority than connecting the western neighborhoods to the
COR and existing City trail system. Further, there isn't a real connection at this western end of
the City to tie into.

Action:

Based upon discussion

Reviewed By:
Director of Public Works/Principal City Engineer
City Engineer
Park Supervisor

PW: 07/20/10
