Discussion continued on how to best deal with correcting the fact that the original motion from <br />December 2009 was not followed as directed. <br />Member LeTourneau stated that he would like to make -a motion to authorize $10,000 with the <br />attempt by staff to secure private sector funds so we can continue to move forward. <br />Further discussion continued. In total, the EDA will have funded $43,500, with an additional <br />$6,000 coming from private sector funds, of the original $49,500 contract. This is an increase of <br />$18,750 in EDA funding above what the EDA agreed to pay in December of 2009. <br />Motion by Member LeTourneau, seconded by Member Steffen, to authorize a not to exceed amount <br />of $10,000 in order to continue moving forward and that all issues associated with this activity will <br />be revisited in August. <br />Discussion continues regarding whether the motion should include clearing up the back <br />expenditures. <br />Amended motion by Member LeTourneau, seconded by Member Steffen, to authorize $18,750 of <br />EDA funding to pay for The Tinklenberg Group contract. <br />Motion carried. Voting Yes: Members Riley, Steffen, Skaff, LeTourneau, and Williams. Voting <br />No: None. Absent: Members Look and Elvig. <br />Case #3: RETAIL NODE AT HWY 47 & 167" AVENUE RETAIL MARKET <br />ANALYSIS AND MASTER PLAN REVIEW <br />Associate Planner Gladhill supplied the EDA with an overview of the various studies that have been <br />completed for the commercial node of Highway #47 and 167th Avenue: the 2003 Market Analysis, <br />the 2003 Master Plan Study, and the 2008 Buxton Company Study. <br />Mr. Gladhill is looking for feedback from the EDA regarding a Comprehensive Plan Amendment, <br />and he questions whether the EDA will want to wait until the market returns before doing a Comp <br />Plan Amendment. <br />Member LeTourneau inquired if there has been any recent communications with Oakwood Land <br />Development. Mr. Gladhill said that there has not been recent communication, nor does he see <br />them doing any major redevelopment projects at this time. <br />Mr. Gladhill stated that one of the problems that always surfaces regarding development in this area <br />is the expense associated with connecting to sanitary sewer and water. <br />Deputy City Administrator/Director of Community Development Nelson suggested that it might be <br />beneficial for staff to meet with Rum River Golf Course leadership regarding their three to five year <br />plan. <br />Discussion continued regarding waiting and seeing what the market does. In addition, staff should <br />meet with golf course leadership, and there is interest in finding out what is going to happen with <br />Economic Development Authority / July 8, 2010 <br />Page 4 of 6 <br />
