NOTE CITY COUNCIL MINUTES The following Council minutes were noted: 1) Draft City Council regular meeting minutes dated Apri127, 2010 PUBLIC HEARINGS/COMMISSION BUSINESS Case #1: Public Hearing -Request for a Conditional Use Permit to Operate a Daycare in the B-1 General Business District; Case of El Gato con Botas Learning Center, Doris Griep Public Hearins Chairperson Levine called the public hearing to order at 7:02 p.m. Presentation Management Intern Hendricks presented the staff report. Citizen Inuut Cindy Hilliard, 14020 Dysprosium Street, is concerned about the traffic the daycare will bring. She stated that she is against the conditional use permit. Doris Griep, the applicant stated she has been looking forward to starting a daycare where children can learn Spanish and does not think the daycare will cause a traffic disturbance. She stated she is going to maintain a very nice place and it will be something the neighbors can be proud of and doesn't think they will cause any problems. Commissioner Van Scoy questioned the amount of vehicles and time frame they will be coming and going. Ms. Griep, replied that the hours of the daycare are from six a.m. to six p.m. and she expects to have six to eight employees. Parents will not be picking up their children all at the same time, she will have up to 45 children in attendance. Commissioner Cleveland asked how many sites she looked at and how Ms. Griep determined this would be the best site for her daycare. Ms. Griep also looked at places in Andover and thinks this location is the best place for her daycare. There are requirements for licensing and she is following all the guidelines from the Minnesota Department of Human Services and Minnesota Department of Education.
