Management Intern Hendricks stated the hours are from six a.m. to six p.m. the traffic would be <br />staggered so the impact is judged to be minimal. <br />Ms. Griep stated they will prepare the children for attending school. It will be open for everyone. <br />All the children will not be in the playground at the same time. <br />Commissioner Dunaway questioned the four foot fence being used along Bunker Lake Blvd. <br />Planning Manager Miller stated the intent was to keep it more open and the privacy fence is <br />along the neighboring property. The fence will not be as close to the road as it looks. It is going <br />to be seven feet from the trail and the trail is 15-20 feet from the road. <br />Ms. Griep stated children have so much potential, she is very impressed with their ability to learn <br />and will not cause any problems for the neighbors. <br />Elaine Kottke, 14026 Dysprosium St, stated the lot is not big enough for a playground and <br />parking lot. She thinks the traffic and noise will be increased. She is not in favor of the daycare. <br />Discussion ensued regarding the Dysprosium Street project and the traffic business will bring <br />into the azea. Staff stressed that the street project was entirely separate from this project. <br />Darin Rorman, 14020 Dysprosium Street, questioned whether the speed limit will be changed for <br />the daycare and if there would be an access off of Bunker Lake Blvd. <br />Planning Manager Miller stated Bunker Lake Blvd. is a County road and they are the ones who <br />set the speed limit on that road and there will not be an access off of Bunker Lake Blvd. <br />Mr. Warren requested with the limited access that the Commission deny the daycare. <br />Commissioner Hunt stated there will not necessarily be 45 cars going in and out with some <br />parents potentially having more than one child attending. He thinks with the other possibilities <br />of business that could go in the location; the daycare is a good choice. <br />Ms. Hilliazd asked if a second meeting will be held and what would be done if a petition was <br />created. <br />Commissioners answered they are the recommending body and this will be forwarded to the city <br />council, so the petition would go to the city council. <br />Travis Jeffrey, representing the applicant, asked what the condition is that they have to meet to be <br />at the site. <br />Planning Manager Miller stated that because it is being licensed as a daycare, it is a conditional <br />use. If this was a professional service or school it would be a permitted use.
